Is heating really that expensive?

My apartment is a comfortable temperature inside, almost never below 68. It's usually at least 70. I don't understand why people who spend like crazy in other areas will not pay an extra $20 in the winter months to have a comfortable place. I don't think it's about the environment for them. I think they want to take someone out to the movies because it's too cold to stay in.
